Why can RisingWave run on M1 chip without AVX support?

M1's aarch64 architecture supports Neon, an SIMD instruction set from ARM.
The docker images for x86_64 are built with AVX2 SIMD extensions, while the images for aarch64 are built with NEON SIMD extensions.
To run RisingWave on machines without AVX support, such as the M1 chip, you need to build the docker image with the build-arg simd_disabled=true.
