Does the elastic expansion of RW’s computing nodes require restarting the entire service?

I am wondering if the elastic expansion of RW’s computing nodes necessitates restarting the entire service. Can you provide more details on how RW handles this process?

RW does not need to restart the entire service.
RW’s meta node will stop the running actor of the streaming jobs, and reschedule them onto old compute nodes along with the new compute nodes recently added.
